These notes do not mention that cookie persistence not working with SSL
E.g. from https://f5.com/resources/white-papers/cookies-sessions-and-persistence,
seems also showing that cookie persistence was designed to overcome issues with persistence with SSL

Please clarify with your network team, from which notes/docs they got the information that cookie persistence cannot be used with SSL
