Cannot Complete Batch - Unexpected User-Defined Exception Occured

A trace showed the error:
"ORA-00054: resource busy and acquire with NOWAIT specified"
indicating a locking issue of the tables
Related to the Bug 13505146 - CANNOT COMPLETE A BATCH DUE TO LOCKING ISSUE
Solution:
The lock must be removed.
